The City of Otsu offers subsidies for holding conventions, which can be used in conjunction with subsidies received from Shiga Prefecture.
About Subsidies for Conventions
- Convention Hosting Subsidy Program
- Receive Up to 2 Million Yen
- Eligible Recipients
- Convention organizers (or a representative of the organizers if the convention is being held jointly by multiple parties)
- Expenses Eligible for Subsidy

Expenses necessary for carrying out the subsidized project, as deemed appropriate by the mayor, including venue rental fees, venue construction fees, operational outsourcing fees, rental fees for communication equipment and other fixtures, equipment purchase fees, printing and bookbinding fees, translation fees, and other related costs.
However, expenses related to food and beverages are not covered by the subsidy.
Requirements
For Domestic Conventions

Must be held in Otsu City

Must be at least a regional-level event

Must be at least 2 days long (not including preliminary inspections of event sites and sightseeing)

Must have at least 200 participants (excluding online participants)

Must include an excursion within Otsu as part of the convention.

Must provide participants with information on sightseeing and accommodation in Otsu.
For International Conventions

Must have participants from at least 3 different countries including Japan
-
Must have at least one-fifth of participants be from other countries (excluding online participants)

Must last for at least 1 day (not including preliminary inspections of event sites and sightseeing)

Must have at least 50 participants (excluding online participants)

Must include an excursion within Otsu as part of the convention.

Must provide participants with information on sightseeing and accommodation in Otsu.
Subsidy Amount
The subsidy amount shall be the lesser of the following.

The lesser of either half of the total eligible expenses (rounded down to the nearest 1,000 yen if applicable) or the maximum subsidy limit amounts listed below.

The amount remaining after deducting other subsidies or revenue received from the national government or other local governments for the same project from the the total eligible expenses.

About Subsidies for Excursions
Requirements

Must be an excursion conducted in conjunction with a convention held outside Otsu City, and includes visiting at least one paid tourist facility within the city.

Must use a chartered bus arranged by a bus operator with an office in Otsu City.

Must have at least 20 participants in the excursion.

Must provide information on accommodations and sightseeing in Otsu City to convention participants.
Subsidy Amount
The subsidy amount shall be the lesser of the following.

The amount obtained by multiplying the subsidy-eligible expenses for said chartered bus by one-half (rounded down to the nearest 1,000 yen if applicable).

The subsidy limit for excursions is calculated per charted bus, with a maximum limit of five buses. If more than five buses are used, the organizer may select any five buses to be used for subsidy eligibility.
