The Biwako Otsu-kan is the former Biwako Hotel, which was an international hotel built in 1934, and the building is registered as a tangible cultural property of Otsu City.
It has a hall and several medium and small meeting rooms that can be used for various purposes such as seminars, lectures, conferences, and meetings.
On the nearby premises, there is also a rose garden which is one of the largest in Shiga Prefecture, and a pier for the cruise ship ""Michigan.""

The former Biwako Hotel was built as an international hotel after the government provided a loan to Shiga Prefecture to attract foreign visitors.
Since its opening in 1934, the hotel has maintained most of its original architecture, with the same parquet floors, fittings, and lighting fixtures still in use today.
The ""foreign currency exchange office,"" a remnant of the international hotel, and the key box at the former front desk are highlights of the historic facility.
